WorldDAB has released a new policy framework aimed at helping governments, regulators and broadcasters accelerate the rollout of DAB+ digital radio as more markets evaluate migration away from FM. 

Called the “DAB+ Public Policy Toolbox,” the guide is designed to provide public administrations and regulatory authorities with practical examples of policy approaches that have supported digital radio deployment in existing DAB+ markets. The organization says the document draws on policy models and regulatory measures used across Europe, Asia Pacific, Africa and the Middle East. 

To develop the Toolbox, WorldDAB commissioned media consultancy South 180 to conduct a global review of public policy approaches linked to digital radio migration. According to the report, the guide identifies regulatory measures that have supported DAB+ adoption and examines where policy gaps have slowed deployment.

The document includes recommendations on spectrum policy, migration strategy and market development, alongside analysis of challenges faced by broadcasters, regulators and manufacturers during DAB+ implementation. WorldDAB says the Toolbox is intended not only for policymakers but also for broadcasters, network operators and manufacturers involved in the wider digital radio ecosystem.

Bernie O’Neill, project director at WorldDAB, said FM congestion is increasing pressure on markets to consider digital migration. “FM spectrum is saturated. Digital migration isn’t optional — it’s the only viable path to growth for radio. This Toolbox gives markets a proven playbook built on real-world experience from four continents. It helps them avoid costly missteps and adopt the policies that will drive successful DAB+ rollout,” he said. 

The Toolbox was launched during a webinar edition of “The Media Club,” hosted by media commentator and DAB+ multiplex operator Matt Deegan. The session also featured David Fernández Quijada, research director at South 180 and the report’s author, and Jacqueline Bierhorst, president of WorldDAB.

WorldDAB plans to showcase the Toolbox during WorldDAB Automotive 2026 on June 11 in Frankfurt, where David Fernández Quijada will discuss policy measures related to accelerating in-car DAB+ adoption.
